WASHINGTON (AFP)--The U.S. Congress Tuesday pledged "unwavering commitment" to ensuring Taiwan's security, defying protests from China that claims the island.

Congress reaffirmed its stance 30 years after the U.S. broke off relations with Taiwan, which recently has been reconciling with China but still counts on U.S. guarantees of protection.

The House of Representatives in a voice vote approved a resolution that pledged an "unwavering commitment" to the Taiwan Relations Act and called it a " cornerstone" of U.S. policy.

The 1979 law requires the U.S. to maintain the capability to defend Taiwan and to provide the island "arms of a defensive character."

Representative Shelley Berkley, the chief sponsor of the 30th anniversary bill, said the resolution sent an important signal as Taiwan "enters a new era of cross-Strait relations."

"Taiwan is an inspiring story of expanding freedom, a robust capitalist economy and a strong trading partner of the United States," Berkley, a member of President Barack Obama's Democratic Party, said on the House floor.

"We must do everything in our power to continue protecting it and ensuring its survival," she said.

Congress pushed through the Taiwan Relations Act when then president Jimmy Carter shifted U.S. recognition to Beijing from Taipei, where China's nationalists fled 30 years earlier after losing the civil war to the communists.

Taiwan's de facto embassy in the absence of diplomatic relations, the Taipei Economic and Cultural Representative Office, released a statement saying it " deeply appreciates the bipartisan and uniform support of the U.S. Congress."

The Chinese government called on the U.S. Wednesday to acknowledge that Taiwan is part of China, reacting to the U.S. pledge of support.

"Our position is consistent, we hope that the U.S. side can support...the one- China principle," Fan Liqing, spokeswoman of China's cabinet-level Taiwan Affairs Office, told journalists in a brief statement.

China last year cut off military exchanges with the U.S. in anger over the proposed $6.5 billion U.S. arms package to Taiwan.

Tensions have been easing since Taiwan last year elected President Ma Ying- jeou, who has focused on trade rather than confrontation with China.

But China has warned it will never compromise on its claims to Taiwan, which it believes is awaiting reunification, by force if necessary.

The Obama administration has called for a strong partnership with Beijing, saying it hopes to work on issues such as the global economic slowdown and climate change despite differences such as human rights concerns.

The two nations engaged in a naval showdown earlier this month. The U.S. said Chinese vessels harassed one of its surveillance ships, which Beijing said was engaged in illegal activities.

"This provocative action and many others like that should serve as a cause for concern when dealing with that nation that regularly violates human rights," said Republican Congressman Mario Diaz-Balart.

"That highlights the importance that the people of Taiwan know and that the world know that the U.S. Congress stands with a strong and proud democracy," he said.

But Republican Congressman Ed Royce, another co-sponsor of the resolution, voiced disappointment that the resolution didn't focus more on trade.

WASHINGTON (AFP) – The US Congress has taken a first step to reaffirm its commitment to ensuring Taiwan's safety, 30 years after a law backing the island that still rattles Beijing.

The United States in April 1979 ended its recognition of Taiwan -- where China's nationalists fled after losing the civil war to the communists -- but at the same time the US Congress approved the Taiwan Relations Act.

The law requires the United States to retain the capability to defend Taiwan's security and provide the island with "arms of a defensive character."

The Asia subcommittee of the House Foreign Affairs Committee on Thursday approved a resolution saying Congress "reaffirms its unwavering commitment to the Taiwan Relations Act as the cornerstone of United States relations with Taiwan."

The resolution still needs to go to the full committee and then Congress.

The Taipei Economic and Cultural Representative Office -- Taiwan's de facto embassy in the absence of diplomatic relations -- said it "deeply appreciates" the congressional move.

"As the 30th anniversary of the enactment of the Taiwan Relations Act draws near, the action by the US Congress today clearly demonstrates the friendly and close relationship between Taiwan and the US," it said in a statement.

Beijing considers Taiwan a part of Chinese territory and is determined to get it back -- by force if necessary. It has strongly opposed US arms sales to taiwan.

However, relations have improved dramatically since Taiwan elected President Ma Ying-jeou last year on a platform of boosting cross-Strait trade and tourism.

Chinese Foreign Minister Yang Jiechi on a visit to Washington last week welcomed the easing tensions but warned that Beijing would never compromise on Taiwan and urged the United States to act "prudently and properly."

相关决议案是由美国国会少数众议员联署并于2月23日提交到众议院外交委员会的。

中国外交部发言人马朝旭2月25日在回答记者有关提问时曾表示,美国会少数议员不顾中方明确反对,执意提出所谓纪念《与台湾关系法》30年决议案,中方对此表示强烈不满,并已向美方提出了严正交涉。

马朝旭说,美国当年单方面制定的所谓《与台湾关系法》严重违反国际关系基本准则和美方向中方所作的严肃承诺,中方敦促美方恪守国际关系基本准则和中美三个联合公报原则,妥善慎重处理台湾问题,以免给中美关系带来消极影响。

所谓《与台湾关系法》是美国1979年单方面制定的一部国内法。该法要求美国政府向台湾提供“防御性武器”,粗暴干涉中国内政,从一开始就遭到了中国政府和人民的坚决反对。

在近日公布的台湾《四年期国防总检讨》中,台军方暗示将引进美制F-35战机作为未来主力。F-35为何能引起台军的兴趣?台军能否如愿获得这款战机?对此,“台湾战略学会”研究员吕炯昌,于3月出版的台湾《尖端科技》杂志上发表了题为《简评采购F-35的可能性》的分析文章。

三大卖点颇具吸引力

文章指出,F-35是美国洛克希德·马丁公司牵头研制的第5代通用战斗机,今后将同最精锐的F-22战机形成“高低搭配”关系。该机的研发成本由多国分摊,可细分为A(空军用)、B(海军陆战队用)、C(海军用)3种型号,台军希望获得的是具备垂直/短距起降能力的B型。

尽管F-35目前尚在试飞阶段,但台军对其青睐有加,是因为该机有三大卖点:

首先是生存能力强。文章称,大陆已批量引进俄制S-300系列远程地空导弹,对台军战机威胁甚大。而F-35采用低可探测性设计,不易在雷达上暴露行踪,面对大陆导弹时拥有更高的存活几率。

其次是对机场依赖小。文章指出,台湾缺乏战略纵深,机场跑道若被远程火力摧毁,普通战机将无法升空作战。相比之下,F-35B在满载弹药的状态下,仅需300米距离即可起飞,故在承受第一波打击后,仍能保持相当的反击能力。

再次是单位战斗力高。受民航“挖角”等因素影响,台军面临飞行员不足的窘境。文章认为,F-35的作战能力较现役机型更高,仅需部署1/4的数量就可达到同等战力;台军如成功引进该机,将有助于缓解兵员紧张的压力。

能否引进变数尚多

由此可见,F-35的确有理由成为台军梦寐以求的装备。但文章也承认,台军想要争取到该型战机,仍然面临不少阻碍:

其一,在商业利益之外,对台军售还隐含着强大的政治意义。从以往的经验看,美国为避免改变区域军力平衡,通常不会将新式武器优先提供给台湾。考虑到大陆尚未拥有同等性能的战机,华盛顿基于惯例,并不乐意将“过分先进”的F-35售予台军。

其二,出于控制成本和降低风险的目的,洛·马公司在F-35上大量采用F-22的成熟设计;换言之,只要拥有了F-35,就能够破解F-22的关键技术。为防泄密,美方在评估售台F-35时,不能不考虑该机落入解放军手中的风险,从而对其决策形成制约。

其三,由于研发进度拖延和通货膨胀,F-35的单价已飙升至8000万美元,为台军现役F-16战机的两倍有余。加之台湾的“国防”预算已不如往日充裕,经费问题同样是影响F-35采购的重要变数。

购买意向乃一厢情愿

文章总结称,综合衡量技战术性能、未来作战需求及“外交环境”等因素,F-35无疑是台军下一代空中战力的首选。事实上,早在民进党执政时期,台湾当局就曾向美国提出过出资参与该机研发的意愿,然而遭到谢绝。

文章据此指出,从美方迄今为止的态度来看,购买F-35只是台湾方面的一厢情愿。不过,考虑到中国大陆也在积极研发第5代战机,两岸军力天平迟早会进一步向大陆倾斜。届时,为避免大陆取得压倒性军事优势,美方有可能改弦易辙,为F-35进入台湾扫清障碍。

另一方面,文章特别强调,由于正式服役期限可能推迟,即便美国最终同意出售F-35给台湾,台方获得该机的时间也不可能比前者的主要盟友(英国、澳大利亚等)更早。因此,台军仍不得不继续寻找过渡机型,以填补F-35成军前的战力空隙。

英国将获得首批3架F-35 或将服役新型航母

3架F-35“闪电II”战机将交付英国进行试验和性能评估。英国国防部已批准购买该型战机。

EDWARDS AIR FORCE BASE, Calif. – One of the Air Force's top-of-the-line F-22 fighter jets crashed Wednesday in the high desert of Southern California, killing a test pilot for prime contractor Lockheed Martin Corp.

The F-22A Raptor crashed at 10 a.m. about 35 miles northeast of Edwards Air Force Base in the Mojave Desert. The Bureau of Land Management identifies the area as Harper Dry Lake, a vast and empty expanse of sometimes marshy flat land.

The pilot was David Cooley, 49, a 21-year Air Force veteran who joined Lockheed Martin in 2003, the company said in a statement. It did not release any details of the accident, including whether Cooley attempted to eject.

A statement issued by Edwards said first responders transported Cooley from the crash scene to Victor Valley Community Hospital in Victorville, where he was pronounced dead.

Cooley, of Palmdale, Calif., was part of a team of company and Air Force pilots who conduct F-22 testing.

"We are deeply saddened by the loss of David and our concerns, thoughts and prayers at this time are with his family," the statement said.

Sam Grizzle, a spokesman for Lockheed Martin Aeronautics Co., said no additional information would be released.

A board of officers is investigating the crash, the Edwards statement said. The Air Force urged people to stay away from the site because hazardous materials may have been released.

"This is a very difficult day for Edwards and those who knew and respected Dave as a warrior, test pilot and friend," said Maj. Gen. David Eichhorn, the Air Force Flight Test Center commander.

The jet, assigned to the 411th Flight Test Squadron of Edwards' 412th Test Wing, was on a test mission, said Air Force Maj. David Small at the Pentagon. Small did not know the nature of the mission.

The radar-evading F-22s each cost $140 million and are designed for air dominance. The warplanes can carry air-to-air missiles but are capable of ground attack as well.

The $65 billion F-22 program is embattled, with some opponents contending that a different warplane under development, the F-35 Joint Strike Fighter, is more versatile and less costly at $80 million per plane.

F-22s were grounded for two weeks after one crashed at Nellis Air Force Base in Nevada in December 2004. They were cleared again to fly after a review, and an Air Force statement at the time said officials were "highly confident in the design, testing and development" of the aircraft. The pilot in that crash successfully ejected.

The U.S. is committed to 183 F-22s, down from the original plan laid out in the 1980s to build 750.

Lockheed Martin says there are 95,000 jobs at 1,000 companies connected to the F-22.

It is trying to persuade the Pentagon to buy as many as 20 more F-22s. The military is expected to signal its intentions when the 2010 Defense Department budget is released next month.

The F-22 is able to fly at supersonic speeds without using afterburners. That allows it to reach and stay in a battlespace faster and longer without being easily detected.

The fighter, powered by two Pratt & Whitney engines, is 62 feet long, has a wingspan of 44 1/2 feet and is flown by a single pilot.
