AS THE Finance Ministry official went through a 10-minute presentation of the Budget, few in the 100-strong audience of residents and community leaders from Marine Parade appeared interested.
Some conversed in whispers, others occupied themselves with SMS messages.
Senior Minister Goh Chok Tong picked up on it as soon as his dialogue began: 'To speak frankly, I don't think any of you here felt a sense of excitement because there are hardly any goodies given out to the middle-income group. Some for the low-income group, the elderly but nothing very much for most Singaporeans.'
He was quick to explain why: The measures proposed in the Budget are intended to transform the economy - and it was not an exercise to distribute goodies.
'In that sense, although it may be an unexciting Budget, it's important because it is a transformational Budget. The Bud-get aims to bring the economy to a higher level from the present developed economy (status) to an advanced economy.'
Mr Goh said the Government decided against having a 'distributive Budget' as the country did not anticipate a recession and some of the benefits outlined in the last Budget continued into this year.
