Why Star Search phone-voting so expensive?

As most of you are aware of the Star Search event coming up and they are advertising all over on the TV commercials, radios, newspapers and magazines. My question is why the phone-voting system so expensive? Each call is about 80cents and anyone can call and vote unlimitedly.
I mean 80cents to most is nothing but look at how much thosecrazy young boys and girls fans will vote for their favourite artistes. They never revealed the total number of calls and votes on TV, they just show who are the artistes in the top 10. I guess there will be at least a minimum of 3million+ votes over the past few months and guess how much the authorities earned?
