Why so few ATMs along Serangoon Road?

Apart from the cluster of DBS Bank and POSB machines near Tekka Market and a single machine opposite Little India Arcade, there is none farther along the road.
Why are provisions not made for additional ATMs, especially those of DBS and POSB, as most people have accounts with them?
It is frustrating when the queue is never-ending at these limited ATMs and one must scout around for the nearest one.
One can argue that you should withdraw cash before leaving home or use Nets, but most Singaporeans do not like to carry too much cash, and not all merchants have Nets facilities.
