I think is not becos they think they are a lion.
Probably they are too timid to attack people directly like a lion does in the jungle so they try to look like a lion and see if people will be scared. When people are not scared, they then do some actions to try to make people scare eg challenge them to whistle at them, taking picture of them at the same time.
