MS EILLEEN TAN: 'Yesterday's report, 'Illegal phone peddlers at Clementi', earned my sympathy for legal retailers like Mr Hong Ghim Phong, who faces unfair competition from illegal peddlers operating at the red boxes in Clementi Town Centre. Mr Hong's plight is also experienced by retailers in suburban centres like Marine Parade. Town councils are reluctant to act as they face resistance from shop owners who profit from the illegal practice. The Ministry of National Development should include an index on shop-front infringements in the upcoming town council management report to persuade town councils to carry out more stringent enforcement. It is pointless to measure maintenance and cleanliness in estates but not illegal subletting.'
