Why are our S'pore state-owned universities allocating 20% enrollment space to FTs?

In fact, taking the average of the 156 US universities listed here, the average FT enrollment for these US univ is only 10.2%.

Those uni with 20%+ enrollment are usually the private ones cause they need FT's money. In fact none of the State unis come close to 20%.
For us, we are doing the reverse. With 20% enrollment, we are in fact subsidizing our FTs!

Why ARE WE SETTING OURS AT 20%? 20% is too high. It should be 10% going by US figures.

Isn't the NUS school fee higher for FTs? Maybe this is why the PAP need them.

Take for example, arts and social science:

SG - $25,620
PR - $26,290
FT - $28,930
All are given a flat $19,000 grant subsidy.

So, actual payment by individual:
SG - $6,620
PR - $7,290
FT - $9,930

I'd rather be an FT or PR considering the fact that I got to serve 2 years NS and do reservist till 40! KNN!

Allocation of places to FTs ,whether 20% or 10% or even 5% does not make sense, when the local population do not even have enough places in the first place.

Priority must be given to Singaporean period. And if there is any unfilled places, than goes to other. IF, there is any unfilled places.
