從第二次世界大戰之後,聯合國在全球就有著舉足輕重的地位,其目的便是希望維護世界的秩序,解決國家之間的矛盾,避免戰爭的爆發。但是隨著科技的發達及文明的發展,現在世界上的戰爭可以說是越來越少,因此聯合國也失去了以前的權力,作用大大的降低,甚至有些國家應該開始不服從聯合國的管理了,連會費都不願意繳交,這樣的狀況把聯合國的秘書長古特雷斯逼到甚至想賣房。
說到不服聯合國的管理,大家第一個聯想到的肯定就是美國,因為若要論有能力與聯合國挑戰的國家,美國絕對是最有資格站出來發聲的。原本身為世界上最強大的軍事經濟體系,美國應該理所當然的做出一個表率。但是事實卻相反,美國近期都反對支付聯合國會費,最諷刺的是,他還是聯合國中負債最大的國家。
根據聯合國秘書長古特雷今年1月11日向聯合國成員國告知目前會員國拖欠聯合國會費的情況,總拖欠費用高達20億美元(約台幣627億),其中美國拖欠聯合國會費獨佔1/3,根據統計到今年元旦,美國拖欠聯合國常規預算為3.8億美元(約台幣119.1億),拖欠維和費用為7.76億美元(約台幣243.2億)。

美國拖欠聯合國費用在以往也都有,但是到了川普政府上台之後,這個情況就更加嚴重了。在這過程中,川普一直要求聯合國對美國降低分攤維和費用和常規預算。因為在川普眼中,現在美國所交的費用不足以彌補其獲得的利益,美國是非常吃虧的,所以如果聯合國不同意美國的條件,那就乾脆不要交這部分的費用,直到聯合國同意為止。雖然聯合國有明顯的規範,但明顯的,這並不適用於美國。
由於會員國就算欠繳會費,也不會被踢出聯合國,愈來愈多國家開始拖欠會費。根據聯合國2003年至2018年數據,每年僅有130至140個國家繳費,而截至2018年10月2日,還有50個國家還沒繳費、佔全球193個成員國數目近3成。
