Is this not testimony that the Check System is effective in surfacing corruption.

Singapore, an exception? It is evident that Singapore desperately needs a proper Check System. NO DISCLOSURE or SHARING does not mean NO CORRUPTION. Lift up the PAP's carpet, and one would find plenty of dirt. Dismantle the PAP's Cabinet, and Singaporeans would see TONS of hidden scarLEE skeLEEtons.
