" countries with multi-party systems still see deep seated and endemic corruption"

Is this not testimony that the Check System is effective in surfacing corruption.

"...why, with the exception of Singapore, all the least corrupt countries in this world have multi-party systems"

Singapore, an exception? It is evident that Singapore desperately needs a proper Check System. NO DISCLOSURE or SHARING does not mean NO CORRUPTION. Lift up the PAP's carpet, and one would find plenty of dirt. Dismantle the PAP's Cabinet, and Singaporeans would see TONS of hidden scarLEE skeLEEtons.
