Alice Guo, the Philippine mayor suspected of being a “Chinese asset” after being linked to a raided offshore gaming operator, may soon have her position and citizenship stripped away after authorities said her fingerprints matched those of a Chinese national who entered the Philippines over 20 years ago.


The National Bureau of Investigation’s (NBI) fingerprint examination found that Guo’s fingerprints were identical to those of a woman named Guo Hua Ping, her suspected real identity, who came to the country as a teen in 2003 with a Chinese passport.


Philippine Senator Risa Hontiveros, who is leading a Senate probe into Philippine offshore gaming operators (Pogos), revealed the information on Thursday.


“This confirms what I have suspected all along. ‘Mayor Alice’ is a fake Filipino – or should I say Guo Hua Ping. She is a Chinese national masquerading as a Filipino citizen to facilitate crimes being committed by Pogo,” she said in a statement.

Hontiveros said she has called on the country’s office of the solicitor general to expedite its filling of a quo warranto petition, which would determine her eligibility to hold public office on the basis of her citizenship.

Guo had come under fire after authorities in March raided an 80,000-square-metre Pogo facility in Bamban, the town in Tarlac province where she holds the office of mayor. During the raid, nearly 700 workers were rescued and evidence of criminal activities, such as scamming operations, was uncovered.

Authorities found a billing statement and a vehicle registered to Guo’s name during the raid and later discovered that the mayor partly owned the land on which the compound was built.

THE PRESIDENTIAL ANTI-ORGANISED CRIME COMMISSION ("PAOCC") PREPARING NON-BAILABLE CASE AGAINST ALICE GUO, AND OTHERS

Aurelio - Reporter / @JMAurelioINQ Philippine Daily Inquirer / 05:36 AM June 16, 2024 — PAOCC may file as early as next week “serious, nonbailable” criminal charges against suspended Bamban, Tarlac Mayor Alice Guo and others in connection with allegedly illegal offshore gaming operations in her town.

PAOCC spokesperson Winston John Casio on Saturday said that an interagency council would meet on Tuesday to finalize the cases to be filed against Guo and the incorporators and owners of Zun Yuan Technology Inc., a Philippine offshore gaming operator ("POGO") company which was shut down after it was raided in March.

“Our initial agreement was we would focus on the most serious and nonbailable charges first. Then we will follow through with the other charges later on,” Casio told a forum in Quezon City.

Suspension order

PAOCC led the raid on Zun Yuan for alleged illegal activities inside the Baofu Land Development Inc. compound behind the Bamban town hall. Guo is one of Baofu’s incorporators.

Guo has been called to a Senate inquiry into her alleged involvement with Zun Yuan and its owners.

Apart from her alleged involvement with Zun Yuan, serious questions were also raised about Guo’s true nationality, her parents, childhood and her wealth.

Earlier this month, the Office of the Ombudsman ordered Guo and two other municipal officers suspended for six months after the Department of the Interior and Local Government filed an administrative complaint against her related to her role in Zun Yuan’s operation and the development of the nearly 8-hectare Baofu compound.

Possible links
“So, the liability of the current mayor of Bamban is on paper. It’s not a matter of conjecture anymore, but documented,” he said, refusing to give other details of the evidence PAOCC had against her.

PAOCC is looking into possible links between Zun Yuan and Lucky South 99 POGO company in Porac, Pampanga, which was raided and closed on June 4, Casio said.

He said the agency was also keeping a close eye on 43 “internet gaming licensees” and 15 others that were operating illegally.

The Philippine Amusement Gaming Corp. (Pagcor) had organized a town hall meeting with the licensees where PAOCC appealed to POGO operators to ensure that the foreigners they employed had no criminal record and to not allow themselves to be used as conduits for money laundering, Casio said.

Heed China’s call

Also on Saturday, Sen. Sherwin Gatchalian continued to push President Ferdinand Marcos Jr. to shut down all POGO operations, agreeing for once with China on its “appeal” to pull the plug on offshore gaming in the Philippines.

“Their statement sounds like they are begging to our country. Actually, this is the first time that I read the Chinese Embassy using the word ‘appeal,’” Gatchalian told the “Usapang Senado” program on dwIZ radio, referring to the embassy’s statement on Friday.

He said that two Cabinet members—Defense Secretary Gilberto Teodoro Jr. and Finance Secretary Ralph Recto—also supported shutting down POGOs altogether.

Several lawmakers and security officials believe that POGOs undermine national security and were being used not only in committing cybercrimes, but also in surveillance and cyberattacks against the government.

“POGOs place both countries in a ‘lose-lose’ situation,” Gatchalian said. “We have seen in our investigation that 90 percent of the POGOs’ businesses come from China. Many families there are being destroyed due to online casinos and betting.” “Here in our country, they bring criminal syndicates behind scamming activities, human trafficking and (other crimes). So, nobody wins in this business,” he said.

The 35-year-old female mayor, Guo Huaping, of Bamban City in the Philippines, is actually the mastermind behind a telecommunications scam targeting her compatriots? In March, the Philippine police raided a scam center disguised as an overseas gambling facility in Bamban, rescuing nearly 700 coerced individuals, including 202 Chinese nationals. The complex involved covered 8 hectares and included facilities such as grocery stores, warehouses, swimming pools, wine cellars, located behind Guo Huaping's office, of which she owns half of the land and even owns a helicopter.

Guo Huaping, originally a villager from Chaodai Village, Jinjing Town, Jinjiang City, Fujian Province, was born in 1990. At the age of 13, her entire family immigrated to the Philippines, where she changed her name to Alice Guo at 17 and successfully ran for mayor in 2022. Bamban City has a telecommunications scam hub, of which Mayor Guo is the major shareholder. AsiaFinance uncovered that the other two shareholders in this hub are Lin Baoying (林宝英) and Zhang Ruijin (张瑞金), who are main culprits in a money laundering case that shocked Singapore, with convicted amounts exceeding 3 billion Singapore dollars.

Hence, reality is often more fascinating than fiction. Southeast Asia, South America, Africa, Dubai—all serve as the drainpipes for the Chinese economy, where illicit industries thrive due to internal and external collaboration. Billions are siphoned annually into the pockets of these criminal groups from scam proceeds, in addition to laundering money for various government officials. Mayor Guo Huaping, with her attractive appearance and cunning ways, is a prominent figure in the underground industry of Southeast Asia: scamming for illicit gains and then laundering the money clean.

Telephone scam cases persist without end, and the laundering of related funds back to China seems unrestricted. Could there be powerful figures involved behind the scenes in this system? Mayor Guo Huaping has managed to conceal her true identity so deeply that it would not be possible without the involvement of some strong political forces. Who would have thought that behind the charming exterior of Mayor Guo is an entire black gold empire? With her glasses, long black hair, and frequent smile, speaking fluent Tagalog without a foreign accent, Mayor Guo is truly a surprising figure.
