Yet USAID could exists for decades without proper oversight. Money in the trillions lost in much nefarious CIA activities.

Big question for Singapore. For a closed communist system like this, which is the agency and how much money have been lost and pilfered?

PAP is the equivalent except their aid only goes to MIW, PAP elities and Familee. But quite a lot in those groups.
