In countries that offer welfare benefits to the needy and poor people, they would have a list of criteria and basis upon which the people who want to and need to, can officially apply for welfare benefits.

I believe that there are some "schemes" in SG, whereby people with certain needs can also obtain some benefits.

Is anybody here aware of anyone who obtains welfare benefits, by going to their mps or rc members with their problems, and getting some kind of benefits like food vouchers or shopping vouchers to sustain or supplement their lives? Do you know what is the criteria required to obtain such benefits? Do you know of anyone who has obtained such vouchers? What is the level of investigation done to ensure that these people are really needy? What is the authority limit of the mps or the rc members to issue such vouchers?

I don't know of any real cases, but having read the newspapers where they sometimes report that so-and-so or such families have been given food or shopping vouchers, I'm curious as to the procedure they have to go through and how robust the criteria and investigation process are.
