Dear Sir,

I would like to verify with the police an incident in the 80s. It was
reported that during the 80s in Boon Lay area, some Thai workers were
celebrating their Water Festival (Songkran) then. Somehow the Police came
to know about it and stepped in to stop them from celebrating. The reason
given was that they were wasting water under the Public Utilities Act (CAP
261). Can I confirm that this is indeed the stand of SPF?

3 Generally, Police will not interfere in the celebration of any
cultural group. However, if there is a fight, then the Police will come in
to stop the event in order to prevent any further escalation of the fight.
The Police intervention will indirectly affect the event

3 With regard to the wastage of water, Police will report the matter to
PUB to follow up appropriately, as the enforcement is overseen by them.

Maybe Paul tan can explain why the Police did not arrest all the thai workers as they are gathering in public and without a permit. If a bunch of SDP or Workers Party supporters had a water festival celebration, there will eb tons of police and they would have been arrested for public gathering without a permit. is this dual standard application of the rules. One set for Thais, and another set for sinkies?
