The Investigating Officer From Hell

Ms Lin Yanmei, a 41-year-old Chinese national, was investigated by the Corrupt Practices Investigation Bureau (CPIB) for entering a marriage of convenience with Singaporean Mr Chan Hon Kwan, 59. The investigation ended with the couple being issued with a stern warning by the CPIB. Case closed. But the nightmare has only just begun for Principal Senior Investigator Neo Siong Leng.

The senior anti-graft officer had taken over the afternoon interview of Lin at CPIB building in Lengkok Bahru. Lin told the court that Neo started fiercely by banging a book on the table, and kept insisting that she admit that her marriage was a sham and she did not have sex with her husband. When she denied his accusations, he demanded she tell him the size of her husband’s penis and its distinguishing marks. She did so but it did not stop Neo from saying that she had married Mr Chan Hon Kwan, 59, only to become a prostitute here. Neo then called her ugly and said that was the reason she had to bring along her 16-year-old daughter to also be a prostitute here. She then pleaded with him: ‘You humiliated me and that’s enough. Please don’t humiliate my daughter.’

At 11pm, two other officers in the CPIB building heard a woman screaming. When they entered the room where Neo was with Ms Lin, they saw blood on her lips and on her blouse. They took her to the Singapore General Hospital. Photographs were taken of her injury and a plastic file which Neo threw at her was seized. About a week later, police checked Neo’s office and seized seven pieces of tissue paper, one of them bloodstained. They testified yesterday that the bloodstains on the tissue paper and the plastic file were Ms Lin’s. Neo’s version was that he kicked a table that hurt her knee, and the oversized shoe of his father he was wearing flew off his foot and hit her in the face. When the police seized Neo’s shoes the following month, forensic scientists from the Health Sciences Authority who examined it detected no blood or DNA on them.

When Neo was charged in court in November last year, he was represented by Mr Aaron Lee, and offered bail at $5,000. He has since engaged Subhas Anandan to beef up his chances of being let off with a slap on the wrist. His experienced criminal lawyer will no doubt run the gamut of casting more negative aspersions on Lin’s character, reinforcing the stereo-type image of China girl on the prowl, preying on retirees with a drawn down CPF account. But, as TT Durai has discovered, court room revelations can cut both ways. Why was Neo so keen to hear Lin describe her husband’s private parts? Is that how he gets off? And that reference to her 16-year old daughter, does it stem from his personal encounters with underaged females? This Dirty Harry wannabe, banging books on tables and kicking chairs, forgot that a shoe just one size bigger than his foot can’t possibly be loose enough to fly off with a casual kick. As fans of Clint Eastwood movies will tell you, it’s the small detail that comes up and bite you.
