1:35 When the admiral delivers that line, and you can see he is close to tears I always believed that besides being in awe of Data for his effort to save Lal, the Admiral felt guilt his actions led to Lal feeling fear which led to her malfunction and death in his mind the idea that he indirectly killed someones child would be a heavy burden for him.

One of the best reviews (and summary) I've read about this episode was from the website Suite 101: "ironically, one of the warmest, funniest and touching episodes in the whole series revolves around two artificial beings", proof that science-fiction can generate just as much emotion as any other genre.
