港鐵向本港一萬七千多名全職員工免費送出兩套來回深圳北或福田車站的二等座高鐵車票。
廣深港高鐵香港段通車一個半月,但客量遠低於政府預期,上月底一度有傳港鐵有意提供優惠予員工家屬乘搭高鐵「谷數」,當時運輸及房屋局局長陳帆聲稱未有所聞。惟本報近日獲得一份港鐵內部通告及車票換領證,指會向本港全體員工及家屬免費送出兩套高鐵來回深圳北或福田車站的二等座車票,所需車費最高涉款近六百萬元。有立法會議員批評港鐵用錢買「人頭」只為「充撐」客量,換取三萬多人次乘客紀錄,關注港鐵如何與內地就此筆車費拆帳,擔心要公帑為港鐵內部福利「埋單」。港鐵回覆指,送高鐵車票是為答謝員工努力。
立法會《〈廣深港高鐵(一地兩檢)條例〉(生效日期)公告》小組委員會於上月廿六日舉行會議時,交通事務委員會副主席譚文豪於會上表示,據悉由於高鐵客量大幅偏離預計,港鐵有意為員工家屬提供優惠。當時陳帆回應稱未有所聞,但運房局副秘書長(運輸)蔡傑銘則指,港鐵作為營運者,在運力未達百分之一百時,及在不損害服務經營權下的財務協議時,可自行考慮提供優惠或折扣,當局會與港鐵緊密溝通。
優惠予全職員工 不能於旺季使用
在會議後十日,港鐵於本周一(5日)發出內部通告,指港鐵為慶祝高鐵通車及答謝員工付出的努力,本港全體全職員工及其家屬可免費乘搭高鐵來回深圳北或福田車站一次,但其中一套車票必須由員工使用,並於乘車當天出示員工八達通。員工可於本月十二日至明年五月三十一日換取最多兩套二等座車票,並於明年六月廿八日前使用,但相關車票不能於明年農曆新年的旺季使用;另員工亦可補貼差額以升級至一等座或更改車程目的地。
根據港鐵二○一七年的數據,該公司有一萬七千五百二十四名本地全職僱員,即合共派出三萬五千零四十八套車票。由於車票以人民幣定價,故港鐵會根據匯率變動作出調整,並於每月首日公布該月港元票價,本月來回深圳北需花一百七十元,來回福田則需一百五十四元,若以最貴的來回深圳北站計算,即是次免費乘車最多要花近五百九十六萬元。
港鐵未有回應免費家屬票拆帳安排
立法會議員譚文豪質疑,如要慶祝通車為何到本月才決定派發免費車票,認為是在通車後港鐵發現「真客」不足,才想辦法增加客量「充撐吓」,但高鐵收入需與內地拆帳,不知是次車費會如何處理。他假設如內地容許港鐵讓職員免費乘車,將來內地亦可免費派發車票,形容「依家拆(帳)又死,唔拆又死」,直指如要拆帳即是港鐵用錢補貼內地,認為港鐵董事局應考慮是否值得花數百萬元「買人頭」。
對於派發免費車票如何拆帳,港鐵未有回應,只稱為答謝同事在確保高鐵順利開通而付出的努力,故向合資格的香港全職員工派發兩套高鐵來回免費車票,供員工及一名同行親友使用。
