Marina Bay Sands may soon have to add another highly publicised delay to its name. MediaCorp has learnt the integrated resort has not received its casino licence, three days to go before its soft opening. And punters are not the only ones who may have to wait.

So far, MBS has received the Temporary Occupation Permit for its hotel up to the 35th storey, its Sands Expo and Convention Centre and casino areas which have been completed, according to the Building and Construction Authority.

The resort had said previously it plans to open 963 hotel rooms (which is up to the 22nd storey), part of the shopping mall and convention centre, celebrity chef restaurants along with other dining outlets and the casino on April 27.

When contacted, an MBS spokeswoman said it was "working tirelessly with the authorities to obtain the necessary approvals to open the property for Phase 1".

But analysts say there is a high chance it will have to go ahead without its casino.

"There may be specific requirements they have to meet and change accordingly after they get the casino license, so some time may be needed to make the changes," said International Club Games Training Center chief executive Ramachandar Siva. He thinks MBS may be "struggling" with, for example, the training and preparation of its staff.

A source close to MBS said one glitch the casino is trying to fix is its surveillance system. "All the cameras must be able to zoom in on the croupiers at all times and the synchronisation is not ready yet. They're not able to capture all tables simultaneously."

The analyst added: "Without the casino licence now, it's a lot of psychological pressure. MBS has sent out many invitations to VIP guests for the opening ... They need to make travel plans, so some of them may not come if they still don't know if the casino will open."

Resorts World Sentosa received its casino licence eight days before its opening on Valentine's Day.

Analysts are divided over how a possible delay of the casino may affect MBS. "It's a very serious matter ... This isn't good for MBS' reputation," said the source close to MBS.

But Chesterton Suntec International research and consultancy director Colin Tan said: "The casino is the least of their worries. They want to make sure their seminar facilities are up to the mark because it's their main selling point here. The casino is more for them to recover their capital ... with a possible delay, maybe they can't meet their expectations this year."

MBS was slated to open at the end of last year but construction woes postponed the opening. Its spokeswoman said MBS is now doing touch-up work on finishes and cleaning works; it is also holding simulation exercises to prepare staff to serve 2,000 guests for its opening.

Its first major event will be the the Inter-Pacific Bar Association 20th Annual Conference and organising committee chairman Yap Wai Ming said: "I'm not worried (that the venue may not be finished in time), but I'm a bit annoyed they're cutting so close to the event. It's affecting our sign-up for the event."

High-roller MBS joins race to the finish

But some of the drama that followed MBS in the run-up to its opening could cast a shadow over both operators here. Junket operators, who are widely credited with bringing the majority of the business to the Macau casinos of Las Vegas Sands, may be frozen out of Singapore due to strict licensing requirements here.

LVS came under the scanner when it was revealed that it could have been working with a junket promoter in Macau with triad links. The lack of junket support, if permanent, will certainly mean both MBS and RWS will have to fight harder for patrons.

Sean Monaghan, managing director at AG Leisure Partners, notes that junkets are now prevalent in most major casino jurisdictions. 'Gaming revenues would likely be at least 30 per cent higher in Singapore than what they would be if junkets were allowed to operate as they do in Macau,' he adds.

Dean Macomber, a gaming consultant and president of Macomber International, says the IRs will have to find other ways to attract the VIP market and they need to be more effective in 'extracting' the potential from the mass market. 'The Asian industry has not proven as adept at catering to the mass market as their US counterparts,' he adds.

To make up for the shortfall in junkets, MBS is now targeting the Malaysian mass market too. Analysts at Nomura Securities (Malaysia) say that 'competition is definitely heating up', with MBS setting up a coach network to major Malaysian cities. However, Nomura notes that since RWS opened, Malaysian players travelling by coach to RWS have been subsidised by about 50 per cent with coach tickets at as low as $25.

The battle will be fought on other fronts, too. LVS won the hotly contested race to build the Marina Bay IR largely because it promised to grow Singapore's meetings, incentives, conventions and exhibitions (Mice) industry. In early May, its first Mice event will boast big names like former US vice-president Al Gore and Minister Mentor Lee Kuan Yew. But can it sustain a flow of such events?

Mice network

LVS has banked on the same integrated resorts (plus Mice model) in Macau and to date, it is not clear that it has been a success. But independent leisure sector strategist Jonathan Galaviz believes that Singapore's Mice market is different since it is already an established business destination.

With its large Mice network, MBS could be in a position to strike hard. This is a vastly changed landscape from the days when, in the midst of the global recession, some even doubted if MBS's owner LVS had enough financial resources to continue building.

A ballooning construction budget due to rising costs, poor soil conditions, the sand ban and complex engineering on the SkyPark also saw MBS's price tag go from US$3.6 billion to US$4.5 billion to US$5.5 billion.

Then there were the delays in the opening date of MBS, which was first scheduled to open by end-2009.

The drama of building the IRs may be coming to an end, but it seems a new drama with the IRs fighting for business is just beginning.

Marina Bay Sands gets casino licence

SINGAPORE : The Casino Regulatory Authority of Singapore has issued a casino licence to Marina Bay Sands.

In a brief statement on its website, the authority said the casino operator must ensure that it remains suitable to manage and operate a casino in accordance with Section 45 of the Casino Control Act.

Marina Bay Sands is due to open its doors on Tuesday.

Staff at the integrated resort are working round the clock, gearing up for the preview opening.

It ran simulation exercises involving 2,000 guests last week to test out its system.

The integrated resort said its hotel rooms, dozens of stores, part of the exhibition and convention centre as well as some restaurants and bars will be open.

The rest of Marina Bay Sands will open in phases.

The Grand Opening will be held in June at the Sands SkyPark above the hotel towers.

The theatres, museum and Crystal Pavilions on Marina Bay will open later in the year.

Meanwhile, the Sands Expo and Convention Center will be hosting its first event from May 2.
