The employers are not forced. They employers "MAY", so it's just a suggestion to the employers, and everything must follow the terms of your employment contract. If the employer wants to differ from the terms of your employment contract, your employer needs your consent too.

I am talking about basic necessities like food and transport, Internet, electricity, water, housing and other loans, insurance,...etc. Unless you live with someone who pays for these, you probably need to live like a pauper to get by.
