UK population = 68.35 million
France population = 68.29 million

it has nothing to do with population size. it had everything to do with the major victors of ww2 when the un was formed. france and tiongcock (nationalist kmt china at that time) were invited to form a permanent pact of 5 for “face” and safety in number(s) reasons as soviet union alone could veto and thwart all the moves by the u.s.
