Much as I like to believe it, a water powered car is all scam and pseudoscience.
If you extract the hydrogen from h20, per km you would need more fuel for that than for normal internal combustion engine.
The whole idea is to is to use renewable energy to manufacture hydrogen. In europe, thanks to high tax on carbon based fuel, price of hydrogen per litre is now at par with petrol.

The counter from EV ibs are Hydrogen uses much more energy to convert.

But I think it's a lesser evil than lithium batteries and it overcomes disadvantage of long charging time
