Shouldn't Toto jackpot be $10m?

THE coming Singapore Pools Toto draw on Friday carries prize money of $8.3 million.
The previous draw on Monday carried prize money of $3.3 million, and there was no Group 1 prize winner.
When this happens, the prize money would usually snowball to the following draw and escalate to about $5 million at least, because the numerous bets collected from punters from the previous draw would more than substantiate the increase in prize money.
It had been announced that this Friday's draw would be a special one carrying $5 million in prize money. So rightfully, shouldn't the prize money for this draw snowball by an additional $5 million, making it $10 million, rather than $8.3 million?
