Global economic crises create uncertainties that can spark social and political instability too, Deputy Prime Minister and Defence Minister Teo Chee Hean said.
The various threats include terrorism, piracy, pandemics and those 'we have not yet foreseen', he said in an addendum to the President's parliamentary address.
Security is the foundation of the nation's success and prosperity, Mr Teo said, adding that a strong defence gives it 'the political space to chart our own destiny, and the assurance that our sovereignty and vital interests are secure'.
In such an increasingly complex security context, the SAF continues to transform itself into a third-generation (3G) force of highly integrated assets.
But firepower aside, 'people are the decisive edge of the SAF', Mr Teo said. Changes to the SAF's career schemes will kick in from the first quarter of next year.
As part of the revamp, there will be a new expert uniformed group specialising in areas such as engineering and intelligence.
A priority is working with partners in places such as Afghanistan and the Gulf of Aden.
But it is the 'collective commitment and resilience of every Singaporean' that ultimately keeps Singapore secure.
Singaporeans will continue to be engaged to strengthen their commitment to defend the nation through Total Defence - a 25-year-old concept that forges civil, military, social, psychological and economic elements into a defensive shield.

In a separate addendum, the National Security Coordinating Secretariat said it will continue to organise and coordinate national security awareness programmes, such as education and outreach activities to engage all Singaporeans.
