I thought central planning is bad for the economy and will fail in the long run.
PAP avoided the issue of Expiry of leasehold HDB flats. As the GOVT,PAP MUST ensure that ALL HDB Flats are entitled to one time EnBloc Resettlement and Redevelopment.
