Matland implements rule on 20 litres is OK, the PAP baboons should now reduce to 1/4 tank so local drivers can go in pump half more when they come out.

I doubt so. If the PAP baboons have any conscience at all, they should have already abolished the TV and radio licence fee long time ago. Instead, they just act blur and happily collect money.
