Luggage torn, but budget airline asked me to pay to check it in again

Before boarding a Tiger Airways flight back to Singapore, STOMPer anonymous was shocked to discover that her check-in luggage had been torn and ripped open.
According to the STOMPer, the Tiger Airways staff in Bangkok didn't apologise for her torn luggage and made her pay an additional amount to check it in again.
The STOMPer recounts this unpleasant incident:
"This occurred on my recent flight back to Singapore from Bangkok on Wed, 7 April.
"I was called out of the airplane before departing from Bangkok as there were some issues with my check-in luggage.
"I viewed the luggage and was shocked to see that it was ripped on one side, all the way through to 3-4 layers of my clothes and lingerie.
"The ground staff then told me to return to Singapore and file a report, whereby I requested to go through my luggage to see if anything was missing.
"At this point, the cabin crew said that I was already delaying the flight and they will place my luggage in one of the overhead compartments.
"My baggage was later placed in a huge white garbage bag to be brought onto the flight.
"This in itself was extremely irresponsible as I would never have known if anything was missing till I had left Bangkok.
"The staff were unsympathetic and unhelpful and advised me to get assistance upon landing. At this juncture, I had not received any apologies from the staff.
"We had to pay an additional charge for our baggage to be checked in again, totalling 655 baht.
"Upon returning to Singapore, I am only grateful to know that after thoroughly going through my luggage, I realised that nothing is missing.
"However, there are a lot of damaged items, including my apparel, lingerie and handphone charger."
