Mr Chiam is by no means defeated.

This is a desperate attempt by the people who used Chiam to eliminate Chee (according to GCT, it would have been difficult to silence Chee without Chiam).

Now that Chiam is posing a real threat by moving to Bishan-Toa Payoh, they are trying to undermine his wife and him. When was the last time that Chee was actually allowed to get a letter into the forum page???? Now that Chiam is not willing to play the game and is actually challenging WKS-NgEH, all of a sudden, a long letter from Chee appears in the ST Forum page.
