Man dead in flat for 5 days

The rotting corpse of a man, who was said to have physically abused his parents and been in trouble with the police numerous times, was found.
The body was discovered by police at 2pm on 12 June in a sixth floor flat at block 171 on Stanley Road. The police, who entered the flat after having received a complaint of a foul smell coming from there, believe that the man, 42 year-old Tan Qi Cheng, who lived alone at the flat, had been dead for over five days.
Mr Tan’s neighbor, Malita, a 45 year-old housewife, said she saw him at around 10pm last Friday. He passed by her flat when her husband was leaving for work and said hello. That was the last time she saw Mr Tan.
“I have never seen him work,” she added. “He spent his days walking around and drinking.” She also said that she believed he was suffering from an illness, as she noticed he had swollen limbs, but dared not to ask him about this, as he was known to have a history of violence.
Another neighbour, a 70 year-old retiree known only as Mr Bo, said Mr Tan used to live with his parents and elder brother. However, Mr Tan began to physically abuse his father, and his parents moved to his sister’s place. His brother moved out later, after he was punched by Mr Tan.
A 38-year-old accountant known only as Ms Liu, who was also Mr Tan’s neighbour, said that about 10 years ago, Mr Tan started throwing rubbish around downstairs. Two years ago, he was arrested and jailed for a few weeks after a bottle he hit a parking attendant.
She said that at night, Mr Tan would dump burning paper, cigarette butts or water outside his house. It was said that he continued this behaviour even after the neighbours notified the police.
