Who to blame when someone take drugs ? The drug addict or the drug peddler?
Gov usually punish the drug peddler 1st with death sentence.
In this case gov should punish themselves for allowing delivery company to peddler for the delivery addicts, isn't it ?

The root analysis here become the farking gov needs to double punish themselves for anyhow issue license to the bus driver and allow delivery company to hire delivery slave addict .
In this case, both the farking bus driver and the delivery addict had already been punished but the gov and the partner delivery company went scot-free.
