The reason why 2nd hand cigarette smoke is more dangerous than for smoker himself.
Is because 2nd hand smoke, all the endorphin like chemicals are lost (either absorbed by the smoker or degrades itself quickly if not directly inhaled) and only the remaining toxins are inhaled by the innocent bystanders.
These relaxation chemicals inside tobacco are probably what gives the smoker instantaneous stress relief and thus reduces his cancer etc risk as compared to innocent bystanders who inhale 2nd hand smoke. However, the smokers risk of cancer is still many times higher than non smokers NOT exposed to 2nd hand smoke.
Thus, National laws need to be designed to prevent innocent bystanders from inhaling 2nd hand smoke which is much more detrimental than smoking the cigarette itself.
