Nanyang Siang Pau reported that Taiwan's Examination Yuan President John Kuan was alleged to have been receiving massage therapy during work hours for six months.
Several opposition representatives showed footage during a press conference on Tuesday, where Kuan travelled in his official vehicle to a private massage parlour.
The video showed Kuan leaving the place accompanied by his security guard an hour later.
Kuan, who regulates Taiwan's national examinations and civil service management, was alleged to have gone to an unregistered massage parlour for the therapy that costs NT$2,700 (S$114) for 45 minutes.
Later on the same day, Kuan apologised in a statement for going for massages during work hours, saying he was sorry for not submitting the necessary paperwork required for taking personal leave.
However, he insisted that being a politically-appointed official allowed him to have flexible working hours, instead of the fixed working schedule for non-politically appointed staff and civil servants.
