2000年總統大選時，查獲國民黨人士涉嫌以現金買票而聲名大噪的彰化縣員林鎮「抓賄達人」王坤盛，面對這次三合一選舉，早已進入「戰備」狀態，展開積極查賄動作，他說，跟監已經落後，「佈雷」才是最重要！
9 年前，王坤盛在總統大選投票前，拍下國民黨人士以現金買票過程，最後有213人遭判刑，其中，包括前彰化縣副縣長張朝權、前員林鎮長許瓊聰等人，之後他陸 續又提出12件成案檢舉案，涉案人不乏仍活躍於政壇的大樁腳，應可領取超過千萬元的獎金，但目前仍有300萬元未領到。
王坤盛表示，國民黨執政後，查賄政策不若民進黨政府時期積極，加上許多候選人買票「精緻化」，預估年底選舉，有8成的候選人仍會買票，只是現在買票傳統拿名冊漫天灑錢的方式已成絕響，查賄動作要從早年的「跟監」轉變成「佈雷」為重。
王 坤盛說，選前先做功課，針對候選人及選區展開背景調查，然後直接與選民對談，尋找可能成為地雷的選民，並指導他們如何蒐證，查賄成功領獎金不是難題，至 於，基本查賄配備很簡單，以隱藏式錄音機收錄與選民對談內容，利用高科技望遠鏡觀察候選人陣營動向與人員進出情況，都能有利情資的掌握。
