Taiwan has been in a vicious cycle ever since the introduction of direct elections. Every 2 years political parties from both sides try desperately to hype up their voters with one-up showmanship, often resulting in euphoria and totally unrealistic expectations only to be followed by massive disappointment and anger when the pot at the end of the rainbow fails to materialize.
There's way too much political idolatry and celebrity mentality in their politics. Chen Shui Bian, Ma Ying Jiu, Tsai Ying Wen, William Lai, Ke P and now Han Guo Yu - every single one of them was hyped up to deity levels by their "fans" during elections only to fail massively at delivering because the problem lies in the system. This is not something an individual politician can address no matter how brilliant he/she is.
Han Guo Yu seems like a decent guy and has a relatively clean and good track record, Gao Xiong under him will likely improve gradually. However, I wouldn't be surprised if he cannot even meet half of what he promised during the elections.
There is also the greater macro issue of China - Like it or not, China grows more powerful each day and with US influence in the Asia Pacific region waning these days, there really isn't much any Taiwan politician can do in geo-strategic matters like reunification/independence, foreign relations and economic dependency. Any blue or green President will try to sell his/her beliefs and initiatives during election, but the reality is none of them can do much to advance their cause other than gaming on municipal decisions.
