In an interview (see video below) with Trevor Noah of The Daily Show, Dr. Anders Tegnell, Sweden’s State Epidemiologist of the Public Health Agency of Sweden, discusses the country’s strategy, with no lockdowns, to deal with SARS-CoV-2 pandemic.

My Notes Based on What I Heard From Dr. Tegnell

General Philosophy
• The goal is to adapt the measures to the reality of each region and demographic.
• The policy assumes each individual and organization are responsible for their own situation.
• There is no tradeoff done between deaths in one segment or the other. The goal is to keep public health as best as possible for all.
• A policy of having the public take responsibility always worked well.
• The experience has made them grow very confident that closing schools is not effective for this disease in particular.

Guidance to the Public
• Restaurants must keep customers separated, not crowded.
• Bars should not have people sitting close together.
• Customers should be 5 to 6 feet apart (1.5 to 2 meters).
• The responsibility is delegated to restaurant owners, and restaurants are not closed.
• In the general population all can go to work, but whoever feels ill must stay home.
• For that, the government has a law for people to get paid even if they are ill at home [note by author: I don’t know if this law was an emergency measure or if it existed from before].
• Many rules were recommended for the elderly, including to stay at home.
• Swedish people were told to do what is best based on the guidelines.
• Schools have remained open, because school is good for kids and their health.
• People have kept working normally because losing jobs is bad for health.

About COVID-19 Cases
• Stockholm, which has around half the population of the country, is the region most hardly hit.
• By now Stockholm has an estimated 25% of the population infected.
• The high relative death rate compared to countries in the Scandinavian peninsula as Norway and Finland has been due to nursing homes deaths.

About the Decease
• SARS-CoV-2 will likely not go away.
• However, with 25% or more infected in the Stockholm metropolitan area, the disease will decelerate significantly.
• When the disease decelerates, society and work can go back to normal.
• Some parts of society, especially the elderly, will always be at risk.

About the Death Toll
• Contrary to what is reported in general, they did not put anybody’s life above anybody else’s life.
• They try to put public health as best as possible for all. This is why they didn’t shut down due to this disease in particular.

About Public Trust
• The trust between the population and the health agency takes a long time to build.
• Polls say 70% to 80% of the population thinks the agency is doing a good job about COVID-19.
• Trust in the agency is very important because the public adheres voluntarily to the guidance.

My Opinion
The Swedish strategy, to maximize health for all segments, drives them to make balanced decisions as they refrain from taking destructive measures for any particular demographic.

Fully agree. Although many refuse to admit it the fact remains that all the problems that Singapore faces are not because of the PAP but are caused by the populace and their 3rd world mentality.

That is why Singapore has failed to reach the Swiss standard of living. The PAP did all that was necessary to achieve this goal but sadly sinkies could not rise to the occasion in order to reach the required Swiss standards. They are still behaving like peasant stock from China and India.

Sweden's death toll is no worse than many other countries that implemented a full lockdown. Just look at Italy, Spain, France, Belgium etc.

They believe that the countries that had hard lockdowns will catch up as far as the death toll is concerned because lockdowns cannot be implemented much longer without total collapse. The virus will not go away so once the lockdown nations open up more people will die.

Also bear in mind that the original goal of the lockdowns was about not overwhelming the health system but because deaths became a political issue the goal was shifted by politicians.

Only time will tell who is right.

The death toll in Asian countries seems to be far lower compared to the Ang Mohs. For example Vietnam has reported zero deaths. The theory is that BCG vaccinations are a factor. Others point to genetic variations. It will be interesting to find out what is actually going on.

Many countries are doing full lockdowns followed by herd immunity...as long as there is no full lockdown while awaiting the vaccine or the cure its considered herd immunity because try as u may it's a mutated influenza strain that has a low fatality rate and affects only certain demographics (so far its African Americans, chronic diseases and elderly) and people can be passive carriers without symptoms...

There are many deaths that happen for nothing. This will be just one more contributor.

And we still have to take influenza as a reference for what society tolerates. The death toll in the UK for Covid-19 could well end up in the 40,000 to 50,000 level.

However in 2015 an influenza pandemic in the UK resulted in 25,000 excess deaths compared to other years and the rest of society was allowed to carry on functioning.

So what is the trigger point at which we have to shut down the economy. It cannot be 0 obviously. It isn't 25,000 or influenza would shut down the economy once every few years. So would 1.5x the influenza deaths be OK? How about 2x? The answer all depends upon how, as a nation, the people and the government can collectively find a balance between risk and economic survival.

The failure to provide an effective flu vaccine last year may have contributed to the largest rise in deaths in England and Wales for 12 years, the government’s public health agency has admitted.

An additional 28,189 people died in 2015 compared with 2014, the largest percentage increase since 1968, according to figures published by the Office for National Statistics. The majority (24,201) of the excess deaths were people aged 75 and over, many of whom died from flu or dementia.

It's good to see that nature has a way of culling the undesirables and those past their "use-by" date. The problem nowadays is that we interfere too often in the process.

After years of extremely high immigration from Africa and the Middle East, 25% of Sweden’s population – 2.6 million of a total population of 10.2 million – is of recent non-Swedish descent. The share is even higher in the Stockholm region. Immigrants from Somalia, Iraq, Syria, and Afghanistan are highly overrepresented among COVID-19 deaths. This has been attributed partly to a lack of information in immigrants’ languages. But a more important factor seems to be the housing density in some immigrant-heavy suburbs, enhanced by closer physical proximity between generations.
