Stop trying to pick “winners”

So far, the government’s efforts to specifically help SMEs have focused on training programmes for SME managers and the grooming of a few SMEs which are deemed to have the potential to become home-grown MNCs. The result is that a few enterprises receive a disproportionate amount of funding and assistance from the government, while those that really need the help get very little.

The government should dispense of its habit of “picking winners”.

For this, we have to ask Philip Yeo, Chairman of Spring. He was despatched there as Old Man's hatchetman to boost the performance of SMEs donkey years ago. Instead, first thing he did was to scold SME CEOs and ask them to go back to school. So Mr Yeo, Mr EDB and A star, what have you done so far? Still yeo-yeoing? Get off yr expensive butt and snap on it!

See? The brothel newspapers ran a report on the Productivity movement. It must have read my mind. To champion it, the govt formed the NPB. Further on down the road, it merged with Sisir to become PSB with Lim Boon heng as Chmn. Ho Ching then Chmn Sisir, oversaw the merger in a big show and then exited. There were org culture problems and an excess of people, characteristically the case when 2 giants merged. But the fat was shed somewhat when PSB divested off its commercial sides, leaving behind a stat board and corporatised PSB Corp. The Stat Board renamed itself Spring Singapore. Boon Heng stepped down later and was succeeded by Cedric foo (a failed MOS). A colorless fig in the public eye. Before he left, Spring severely stripped down a lot of human assets and the old core who used to lead productivity programmes. Today, it is skinny and lightweight on the foot soldiers (most of them are new) but top-heavy - with 1 Asst CE, 2 DCEs, where there was none before, to 1 CE. Philip Yeo seconded to Spring from Astar to take over the Chair and was supposed to launch the external wing by boosting the SME sector which Spring oversees. Philip was touted as the right man for the job! But to this date, you shld ask him what has he done/achieved? He has been showered with kudos from his EDB/Astar jobs, but he may have met his Waterloo in Spring.
