The plan will be led by the party's newest Second Assistant Secretary-General, Mr Benjamin Pwee.
It will include reaching out to more supporters through membership and volunteer drives every three months.
The party said it now has 500 new volunteers.
The SPP also plans to have five groups covering Youth Wing, Women's Wing, SME Bizmen Bureau, Malay Affairs Bureau, Policy Working Group to conduct small-group dialogue sessions once a quarter.
It will also enter the virtual world by having online Meet-the-People sessions for the public, regardless of constituencies.
The party plans to rent commerical space as party headquarters in Potong Pasir as well as branch offices in Bishan and Toa Payoh.
Mr Pwee said four potential new candidates have already been identified.
Though he would not name who they are, he said the "bulk of them" are ex-government scholars and ex-civil servants.
One of them, he added, is from the private banking sector.
They are between 35 and 45 years old.
Mr Pwee said if the electoral boundaries are not re-drawn for the next general election, the party plans to contest in the single-member constituencies of Potong Pasir and Hong Kah North, as well as the group representation constituency of Bishan-Toa Payoh.
He also added that veteran opposition figure Mr Chiam See Tong will be overseeing the five-year plan and will be involved in making final decisions.
When asked about the possibility of merger with other opposition parties, Mr Pwee said no opposition party has formally invited the SPP to any form of merger but said informal collaborations with the other parties will continue.
