Its been known for many years that Brookes Business School, Camford Business School and others have been issuing fake degree and diploma certificates. The policy is that so long as no foreigners are cheated, no action will be taken by authorities.
Another famous case was the issuance of fake University of Hawaii degree certificates by the ex-Boston Language School. The owner is a pastor in a church somewhere at Changi. Pastor John Lim in his 5++ years of operations of that private school cheated his students of close to $7 mil. But he is smart, only locals, no foreign students for his school. Hence no follow-up by MOE. You didn't hear this from me. The new private school act is meant only to protect foreigners. Read the fine print carefully.
