Parliament told of the search for a CEO and succession planning

THE Cabinet discussed the appointment of American Charles Goodyear as CEO-designate of Temasek Holdings and decided the Government should not object to a foreigner holding the post if the company's board found him suitable and the best candidate available.
But the Cabinet also stressed the need for Temasek's board to remain in the effective control of Singaporeans, Senior Minister of State (Finance) Lim Hwee Hua told Parliament yesterday.

She was replying to Mr Lim Biow Chuan (Marine Parade GRC), who asked about the steps taken by Temasek to find a replacement chief executive officer, and if any Singaporeans were considered for the post.

Eight of the 10 current Temasek board members, including chairman S. Dhanabalan, are Singaporeans.

Mr Charles Goodyear, the former chief executive of mining and resources giant BHP Billiton, was appointed Temasek's CEO-designate this month and takes over from current CEO Ho Ching on Oct 1.

In her reply, Mrs Lim said that since early 2005 and on an annual basis, a subcommittee of the Temasek board of directors had worked with the incumbent CEO to review potential successor candidates.

The list includes candidates from within the company and outside it, both in Singapore and abroad.

It also includes Singaporeans, permanent residents and foreigners.

The candidates are also grouped according to a time line for possible CEO succession, she added.

That means there are some who can be considered immediately, should anything unexpected happen to the incumbent.

SENIOR Minister of State (Finance) Lim Hwee Hua yesterday debunked the notion that confidential information must be restricted to Singaporeans only.
Non-citizens have been hired by the Government even for sensitive work and projects, she told Parliament yesterday.

The condition: These persons must be assessed to have the requisite expertise, and have been security-cleared.

In all cases, access to sensitive information is governed by the Official Secrets Act (OSA), she added.

She was replying to a question from Non-Constituency MP Sylvia Lim, who asked why 'the civil service's hiring practice of restricting access to state secrets to Singaporeans' was not applied to Temasek Holdings.

Temasek has a multinational staff and recently named American Charles Goodyear as its first foreign CEO-designate.

Mrs Lim pointed out that Temasek was not part of the civil service, but a commercial company wholly owned by the Government.

She acknowledged that as Temasek's CEO, Mr Goodyear will be privy to information about the company's operations.

'Although Temasek publishes all key information about the company and the value of its assets, some information about its operations is proprietary and restricted to those who need it for proper management of the company,' she noted.

but how about GIC?, is that another?..GIC & Temasek no connection?...is that is true, MOF funds given to them for investment as a priavte company , right?...who should be responsible for a failure or success of such a commercial transaction?
