Witnesses said the man had parked his silver car nearby and headed towards the gate. His actions immediately attracted the attention of the policemen guarding the gate.
Said Mr Roy Teh, a passer-by who was walking towards Concorde Hotel: I noticed a crowd of 20 people watching something happening at the Istana entrance.
The police received a call at 3.25pm about a man causing nuisance at the Istana gate. A police spokeman said a man was arrested for suspected drug consumption. The man did not put up a struggle during his arrest.
Strangely, another witness said that there was nothing written on the board.
