<!-- message --> Great to know that this was acknowledged. In fact more than 50% of them are like that. As they have access to people in high places and they are assured of an iron rice bowl, they don't give two hoots about those they considered as "lower life form." I have worked with many of them and they certainly lacked the technical skills but because of their "connectivities" they are able to influence decisions to be made in their favours. Many walked with noses high in the air and treat others as though they are transparent. One behaved so high and mighty when he was a "multi-starred general" but once out of his golden palace, he could not hold a candle against his peers.

We live in a system where failure is not accepted.

The easiest way to stay error-free is to top your classes and get the As. Then secure a scholarship and take on an administrative role in the civil service. The path is set unless you decide that you want to change the system. That's when potential failure comes into the picture. If you succeed in changing the system, your path continues up the ladder. If you don't you get blacklisted.

Who, in the right frame of mind, will dare to pioneer change when there are no incentives for risk taking?

Of course, I wouldn't be surprised that the scholars and most civil servants are a bunch of resilient employees. They don't feel the recession, they get their normal pay and an 'adjusted bonus scheme regardless of the economy.
