I think the profit is for the PAP dogs working at the PAP town councils.

The next time you meet the PAP maintenance personnel (MP) ask him or her to speak up about the huge sinking funds. Are they for cylical repairs ? Where are the township upgrading funds PAP people promised last GE ?

Spread the words, PAP town councils gamble your sinking funds but you pay for upgrading.

Well, I guess the standard reply will be "the sinking fund acts as a reserve for future needs and shall be used only in emergency". Errr, I seriously will not understand this rationale if it is put out. If upgrading is not a need for a better future, I dun noe what is?
