The article stated "The PMD rider victim was riding a device that looked like a bicycle", no it's not a bicycle, it's actually an e-scooter with a seat added to it, making it look like an e-bike, but it's really an e-scooter with no bicycle pedalling system.

But that technicality aside, he's the victim here. Look at the video, can you estimate the speed at which the perpetrator was zooming on his e-scooter?
