This reporter named Tee Zhuo should not ask MOM about these fake employer issued leave of absence (LOA) or even use that terminology.

Since this is a medical issue, the reporter should ask MOH advice if LOA/SHN is to be issued since the official LOA/SHN is issued by MOM under the policy advice of MOH to keep people returning from China away from mixing with others.

MOH should then reply that there is no medical need for asymptomatic persons without any exit from China in the last 14 days to be placed on LOA/SHN so there is no medical basis for employers to force employees to take annual leave. Then that would solve the problem. MOM could subsequently be asked to advise the most paranoid employers that those without the official MOM issued SHN may still be unilaterally asked by employer not to return to work for any duration of employers choice, so long as the employer considers the directed leave as normal paid working days and pays the employee the regular salary for days the employee was directed not to return to office/ factory etc.

Symptomatic persons obviously should take short term MC or see a doctor for a proper assessment before returning to office when they are asymptomatic eventually and take MC for the duration in which they are unwell.
