After Ourraoui is done murdering the victim, he gets up and calmly walks away.
Ourraoui, clearly of North African origin, already committed murder 10 years ago in Paris. On March 11, 2015, Ourraoui shot a man in the chest outside a bar in the 12th arrondissement for refusing him a cigarette, but was never held responsible. Authorities declared him insane "due to a mental or neuro-psychological disorder which impaired his judgment or control over his actions at the time of the events.
"He was "banned" from having a weapon for 20 years and later released from the psychiatric ward.
This ban did not stop Ourraoui from murdering once again.
