My understanding is that PM Lee was making official visit to Germany, to attend Asean-EU summit in Brussels
Since when such official trips can be clubbed as holidays to save personal spending.

I thought Chee Hean is Cheeky as I have never seen him in smiles.
but now I know why as he is a sleepy one.
Pinky extended his stay in Europe when he finished his official business there.. So probably it's considered he went on leave.
