STOMPers encountered flash floods in parts of Singapore this morning (Sep 5), such as the Ayer Rajah Expressway and Clementi, which caused traffic jams lasting for more than half an hour.
According to a Straits Times report, a tree fell on two cars, causing massive traffic jam along Dunearn Road.
These areas reported high flood risk: Pandan Kechil, Sime Darby Centre, Sunset, Alexandra Canal near Zion Road, Commonwealth Avenue/Commonwealth Drive, and Indus Road/Ganges Avenue.
Flash floods also occurred at Alexandra Road, near the junction of Delta Road, and Commonwealth Avenue/Commonwealth Drive, near Commonwealth MRT station.
But the floods have subsided by 9.48am, according to the PUB.

I have noticed that normally, a storm will recur again about 1 hour earlier the following day. This is the cycle for a few days before it finally recedes. I may be wrong this time.

Heavy rain this morning (5 Sep) has caused flash floods in
several areas in Singapore.

PUB issued a statement about noon today reporting heavy floods in the
following locations:


  • AYE 9.6km, towards ECP
  • Commonwealth Avenue/Lane/Drive
  • Junction of South Bridge Road and Maxwell Road
  • Junction of Cuscaden Road and Tomlinson Road
  • Alexandra Road, towards Lower Delta Road (near Ganges Ave)
  • Lorong Kismis

PUB said that heavy rain fell over the central and western parts of Singapore
in the morning from 8.15am to 9.30am. The heaviest rainfall was recorded at Kent
Ridge with a rainfall of 102.8mm from 8.10am to 9.40am. It peaked between 8.15am
to 8.50am, with a rainfall of 82.2mm.

The areas most affected by the flash floods were the Ayer Rajah Expressway
(AYE) and Commonwealth Avenue. At AYE, the drains overflowed due to the intense
rainfall and rising tide. Flood waters reached a depth of half a metre and
subsided within 40 minutes. All 4 lanes of AYE towards ECP were closed to
traffic during the flood.

PUB stated that it has plans to “upgrade the Sungei Pandan Kechil, which
serves this section of the AYE”.

“For Commonwealth Avenue, PUB has scheduled drainage improvement works, which
will commence in 4th Quarter 2013 and are expected to complete by 1st half of
2015.”

It is not known why the drainage in these areas was not improved earlier,
since floods have been occuring in Singapore more and more frequently in recent
years.

In November 2009, parts of Bukit Timah were flooded by knee-deep rain water,
partially submerging ground-floor apartments and causing widespread damage to
public property. At the time, the Minister for the Environment and Water
Resources Yaacob Ibrahim boldly told the public that it was a “freak event”
which happened “once in 50 years”.

However, less than a year late in June 2010, the popular tourist belt,
Orchard Road, was heavily flooded after heavy rain, leading the public to
question Dr Yaacob’s “once in 50 years” assertion. Shopping malls along Orchard
Road like Lucky Plaza and Liat Towers were all affected. Burger chain Wendy’s,
coffee shop Starbucks and high fashion retailer Hermes all fell victim to the
flood as their basement level shops were submerged. Rescuers had to pull about
70 passengers from cars and buses, as flooding shut down Orchard Road. 2 days
later, at a press conference, PUB blamed the flooding on leaves choking the
drainage system leading to Stamford Canal.

A year later in June 2011, Orchard Road was once again beset with floods.
Tanglin Mall, Forum Galleria and Traders Hotel were all partly flooded. Tanglin
Mall, which is popular with expatriates, had rainwater cascading down the
escalator into Basement 2 where Marketplace Supermarket and a food court are
located. Nearby posh St Regis Residences had its basement carpark flooded as
well. PUB explained that the flooding to the buildings was due to heavy rainfall
directly impacting the basements and the buildings’ internal drainage pumps were
simply unable to cope with the torrents of water rushing in.

When the flooding of Orchard Road occured in December 2011, a new word was
invented by PUB – “ponding”. Within hours of flooding, PUB creatively said,
“There was no flooding at Orchard Road, but water ‘ponded’ at the open area of
Liat Towers, the underpass between Lucky Plaza and Ngee Ann City, and the
basement of Lucky Plaza due to the sustained heavy downpour”.

In its statement today, PUB advised the public to “exercise caution” as
“flash floods may occur in the event of heavy storms”.
