The constitutional scope of the president's power is limited to that of a custodial role over that of the country's reserves along with being the nominal head of state. If the president is to have equal power as the prime minister, who derives his legitimacy and power from parliament, that would effectively mean the end of the Westminster system in Singapore. Goh is not suggesting merely constitutional reform but a complete evisceration of Singapore's constitution and parliamentary system
