Some people CNA spoke to were put off by seeing others spit or wash their hands at public water coolers.

Once you have tasted properly filtered water, you wouldn't want to drink that shit anymore.

If you are a NS slave and jerry cans are filled with tap water, and in some situations you can only choose between drinking that or thirst, then that can't be helped.
 
yesterday night I had a walk at botanical garden and a China 大妈 pointed one of the water coolers beside orchid lab and she asked me if her son can pee there. 请问这是给小孩子小便的吗?
 
1. People use it to rinse mouth, wash hands, pui pui phlegm, this is why hospitals use water dispensers (need to supply cups) instead of water coolers.

2. The water filter and pipes must be changed regularly, most don't. In some army camps, they out right remove the water filters, just use water coolers to provide cool and hot water.

3. Lastly, water coolers must be serviced regularly (hygiene). In addition, water supply must be tested for microbes at least quarterly, eg in hospital and army camps.

Yes, water dispensers without a sink would be most practical. Those mountain tortoise foreigners won't confuse it for a wash basin.
