They are extraordinary stupid to bag every single item into every single plastic.
This would mean they will still need to carry x number of item I.e same as no plastic bag.
If their objective was to take home more plastic bags, just tear out the fruits plastic bag from ntuc and keep in pocket. Nobody will bother to see or know rather than doing it openly.
