Sex offender found during probe

AN INVESTIGATION into the illegal harbouring of overstayers in Singapore has led to the same offender being charged with sex crimes against a mentally disabled teenager.
The man, Goh Kiat Chooi, 60, who surrendered to police last June, was jailed for 10 years and nine months on Thursday.
The girl, now 15, has an IQ of 70. The average IQ is between 90 and 110.
The High Court heard that in September 2005, Goh spotted the girl, then 12, playing alone near an MRT station in their neighbourhood.
He bought the girl a soft drink and took her to his flat, where he molested her as she watched cartoons.
After some time, she told him to stop and he let her out of the flat. Feeling confused and upset, she made a police report that she had been raped.
Almost a year later, in August 2006, Goh struck up a conversation again with the girl, by then 13, at a playground.
She said she was hungry, so he took her back to his flat and offered her instant noodles. After the meal, he played a pornographic video and tried to rape her. She resisted violently and he gave up.
In October 2007, police went to the flat and found that since 2003, Goh had rented out his flat to Chinese nationals who had overstayed in Singapore.
Goh on Thursday pleaded guilty to one count of attempted rape, two counts of molestation and one count of harbouring an immigration offender.
