Actually, the correct answer is "case by case". Science (like everything else) is a microcosm of real-life : there are multiple factors (the video highlighted 5 that contribute towards the Mpemba effect, there are of course many other factors both for and against the Mpemba effect, possibly even factors that human science on Earth may not be aware of yet) at play.
So in cases as-and-when the pro factors outweight the con factors, the Mpemba effect (which is merely an observed outcome, not the underlying mechanism, of which the video briefly touches on 5 pro mechanisms) is observed. In other cases when the con factors outweigh the pro factors, the Mpemba effect isn't observed. The former cases do not prove the Mpemba effect, just as the latter cases do not disprove the Mpemba effect. Like in real-life, there are always many multiple (including opposing) factors involved.
TLDR : It's complicated, as life should be, wonderfully.
